Welcome to the Russell County, Alabama, Office of Homeland Security / Emergency Management (OHSEM) website! We are proud to serve the citizens of Phenix City, Hurtsboro and rural Russell County.The Russell County OHSEM maintains a comprehensive program of disaster management that encompasses an 'all hazard' approach.
Mitigation is defined as "sustained action that reduces or eliminates long-term risk to people and property from natural hazards and their effects." Our intent is to lessen the impact of disasters upon the businesses and citizens in our community. Mitigation involves such activities as avoiding construction in high-risk areas such as floodplains, the placement of emergency warning devices such as sirens and NOAA Weather Radios, etc.
Preparedness involves more than just making a plan. True preparedness involves training and exercising within our own ranks and also training and exercising with those agencies surrounding us. Maintaining our equipment in a ready state is also a form of preparedness. Citizens have a responsibility for preparedness in their own homes just as first responders do! Response: The OHSEM operates the Emergency Operations Center (EOC), which is the focal point for community coordination and response during a wide area emergency or disaster. We also maintain specialized equipment for mass casualty, hazardous materials response as well as support equipment for emergency responders.
Recovery is the final stage of disaster for any community. The process of recovery is getting our community back to normal. The Recovery effort will be coordinated from the Russell County EOC.
